Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just over a week before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these political entities, the study pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
